both sides have their views, but the bottom line is, if these characters do come out, either
a) the creator is still young (14 or younger, not meaning those with maturity beyond their age)
b) the creator really needs to learn to change
supporting lf2-hacker's idea, I am no experienced spriter, and am well below average, but I can DC, and so my char is around average level. plus, I "did the right thing" by posting my char in releases straightaway. But, this is coz i'm a little older and so I know not to post it in the projects section.
supporting HM's idea, LF2 is made for kids, and so when a kid starts making their own char, they obviously want to make something fast and annihilate everything. What's the most accessible image editing software to everyone? Obviously it's MS Paint. But now there's more free powerful programs. GIMP. welcome to changing the hue and sepia. Alright so this is what they do. Plus they want moves, and so they repeat the process and take sprites from other sprite sheets. hue. add data, overpowered of course.
looking in retrospect, we all had "our time". Some of us just didn't release our cheap modifications (lol @ mine). I agree it will be nice to have a forum with all quality projects. Course, imagine a forum with

p/s: yes I do wish people will always post screen shots or sprites and stuff (and hopefully the screen shots aren't like, 10 screenies of 95% empty screen + 2 characters - one character standing the other a normal A).
