) stuff, I usually run a bunch of filters over it until it looks good. I can't really tell which filter I'm using as it varies from image to image. If you want to see with what you should end up with, take Brokeback_Cliff as a reference; study the brush strokes regarding color, opacity, sharpness, and so on. It will help you a lot.Drawing is kinda... easy :P
Going from my way of doing it, I usually start out with a dark gray color, a big and fuzzy brush, and a low opacity (~7%) and draw random lines over and over again. Eventually, they'll form clouds. Sometimes, they don't look like clouds at all, so I'd have to start over again. No need to give up on the first try, just do it again. I'm pretty sure, there are easier ways of doing it but I'm honestly too lazy to search for them. I just like my method
