It's based on state: 4
If a char is any frame with state: 4 and keeps holding Attack, the char will automatically go to jump_attack and repeat it until the user lets go of Attack.
You can modify the jump attack & every involved frame for that attack accordingly, so that there are (nearly) no bugs.
And the charging up is made with itr/kind: 8, a specialy bdy and long wait values.
