me = wacom intuos 3 but thats a little more than for what you are looking for.
recommendationss, dont get medion. they are usless. for doing some scratch work, maybe go for a wacom bamboo, though they arent as good as intuos, they are chepaer, and still do pressure stuff, and are good for sketches and things.
btw what do you mean program? you mean like paint or something?
best programs = photoshop or painter pro (both really expensive)
