photoshop? gimp? photofiltre? paint.net?

using template as a base for walking, it is a lot easier as to where the legs are positioned.
but since your character is holding a big weapon, his arms dont have to move much.
you could base it off template, or if you used deeps legs for the base, then you can just paint over his walking ones surely?
