You say you are the one that's doing everything for the citizens. But in the end, no one can tell that you aren't just acting that way, because you want us to kill guys that surely are citizens, like Elias and naruto.
Would this help us? It wouldn't, because those guys don't contribute anything, so it's the same with or without them.
Would this help mafia? It would, because we will have 2 citizens less.

And I rather kill a person with even 10% chance of being a mob (like Magna) than someone who I know he is not.

You got it totally wrong. I'm not saying Phil is faking his rage post. I'm saying that his previous and rage posts haven't done ANYTHING to help. How can you be so sure Elias and Naruto aren't mafia? Are you the sheriff? Or perhaps are you MAFIA?

How do I know?
I can't absolutely know who they are, but judging from their posts and personalities, it's 99,99% citizen probability. It was way more probable for Magna to be a mob than those two.
But hell, I could be a sheriff and I could most certainly be a mafia, but since you will most likely not believe a word I am saying, it doesn't matter who I say I am.
