Well, I think that a sandstorm would be unrealistic, because he is only
at places where sand is. And there aren´t many stages with sand.

But you could make, that he does a move where he dries up an area of
the stage where the enemies can´t move so fast or he does an earthquake to knock all enemies wich are on ground.

There are so many things with sand and bottom, it´s no must to make
a sandstorm. There are so many other chars with whirlwinds.
