Explanation: He uncovers his blind eye(when i finish the character i will make a short story and explain this) and the eye glows and the idea is to stun the character for let's say 10 seconds so he can't move. Will be hard to DC that imo. I think this move is unique.

That's actually not that hard to DC.
It was used for Goku's solar flare
My Krillin's solar flare and my Batman's Bolas.

same concept a stun kind of attack. So check those out on how to DC it.

2. Why does he stand so static? Look at other charas - almost every time they do some kind of skill, they move forward, or change their body bending.

I got few ideas for your character. Since it has white hair and suit-like clothes he looks a little serious.
Try giving him a move that looks really arrogant.
For example he snaps with his fingers and then something happens - like thunder goes down to an enemy, or enemy gets catched by a random power, which breaks his bones.

Those random tentacles doesn't fit him.

Yeah i guess that move doesn't fit him. I have some ideas too. Like he floats and three numbers six make a triangle around him and... I want to make him snap fingers but how his arm is just a circle? I want to give him some devilish moves 'cuz he looks evil.

Check out Davis's spritesheet. When he fires his energy-balls, there are fingers visible while they're not in the other sprites
