No it isn't, it is even worse, it is very buggy. If his shoulders move, his hands also have to move.
Just use that PF's tut i posted to you, it's best of all these tuts that have been posted.
In GIMP just use free form select to select the whole arm and then use the rotation tool to rotate it 1px.

Yup it's very buggy.
I used that Tut all day but, still I couldn't rotate the arms to a proper height.
can you help me by showing how rotation should be there in the arms?
It would be a great help!
