1 step:
the sky was cut out/ deleted of the original picture. just type "mountain highway", or "landscape highway" or something like that in google and you'll find similar pictures to that. the image is in layer 1.
2 step:
another sky image was added on another layer (behind/under layer 1)
in addition it seems the "artist" of this picture seems to have messed around with colour alternatives/levels, opacity and/or layer options
3 step:
as it can be clearly seen that the sky is also slightly reflected on the 'digit' font, the author has probably used either some kind of layer option (like multiply) or played around with the transparancy.
4. step the font...well honestly the whole image looks like crap, the font is horrible and everyone could easily notice how wrong the 3d effect looks on the 'g'. Nevertheless the author either played around with one 3d modeling programme, microsoft word, a downloadable font or another programme to get the 3d looking effect. concerning the quality of the overall picture i highly doubt that the author is capable of working with a high complex 3d modeling programme. concerning the 4th step the author probably pasted in the 'digit' where ever he or she got it from on the layer inbetween the foreground (lawn & highway) & the background (the sky) and added some kind of effect or transparancy on the sky layer.
