My suggestion (about the sprite, dunno anything about the data)
The cloud in the gif looks unreal (i mean, there's no cloud that get smaller then disappear)

Could make the cloud blown, stay there for a moment, then separated into smaller clouds, and so on, till it disappears

hmmm, don't really get why there are 3 clouds at the beginning and then later on they fuse to one bigger one...
So... besides that weird beginning, the cloud looks great so far

well here is the ingame scene:



i didn't made the whole cload, i just:

-> recorded it from a video
-> saved it as gif
-> copied all frames
-> cut the cload out
-> recolored it and
-> put them all together on a sprite sheet
