About the templates: I watched the video and it appears you haven't changed quite a few frames.

Dome, now he looks like moody too, but he is sad now xD... Change eyes and eyebrows to angry!

It is hard to make new faces from scratch, and I don't know how much room you have left for improvement. I'd add some more shading to the hair, and the face still looks a bit... childish... you might need to stretch it a bit in length

Yeah, sure it's hard. I have no idea how i can do it . But it's true, if he has a good lineart, then it's not so big deal to shade it ... Line is the most hard from all.

I think this is gonna be a good character. I like how you already decided how he was gonna be balanced. I think he looks more like a speedy type. The sprites are pretty cool. Did you Make them yourself or combine some from the original sprites?
Some things you might wanna try:
Get rid of the smile?
His arms seem a bit stubby, I don't know why compared to the other little fighters.
I also think his pants should be well, not torn.

Here are some suggestions for wind attacks
Wind blast, F->A not alot of MP, not alot of damage, just works on getting the enemy back from where it was
Typhoon blast: It basically is a stronger in everyway wind blast, also a lot wider. takes up more MP

Rising current: it makes everyone float up in your range, like henry's flute, but not so high and then slams them with a wind blast takes quite a bit of MP, but not all of it

Tornado of death(Not very good with the names, if u use these suggestions just mention me plz): Dome begins spinning around, faster and faster. In the first few frames he can easily get hurt but then he becomes invincible and launches 8 tornado's (Freeze whirlwind) in all directions, uses a LOT of MP

What I also think would be cool would be to have a move when the opponent is doing the dance of pain, that you would use a close range wind blast and they go FLYING!!!

Just wanted to correct something

Hurricane = Tornado ^^
Hurricane=slow-moving, really wide storm.
Tornado=fast-moving, really thin column of spinning air.
