Well. I meant that the soldier could be unable to perform the aerial attack due to his low flying skills, while harpoon using isn't that hard.

I've got a theoretical idea, how this could work. I will try to check it out when I'm home.

He's called Shadow.
Using his high-tech light armor to speed himself up, teleport (mainly for low distances) and. disappear.
He's rather unable to defend himself - he's meant to dodge the attacks. (That means his defend will always be broken by first shot.)
He can also use his paralyzer to neutralize enemies for a short time.
