how exactly will my arrow crafting work? per fight or per round?

It's not fight-based at all, it will just need some (environmental) time, so if you're in a hurry you won't be able to.

focus the mage :D I asume he has about 100-130 HP, and you hit an elite guard with 42DEF for 62 HP back at the estate, this mage probably has less DEF, so I think you can two- or three-shot that guy

Hm, you can't wait - if you wait you lose your turn :p
The order of attacks basically happens in time intervals of several milliseconds, so while you prepare/launch your spell/attack, almost at the same time the others do their attacks so until you see that and change your mind it's too late for this turn -> that is why AGI isn't such an unimportant stat
