Hmn, the frames where his arm is covering his head makes his attack look slow and makes it less attractive I think. The starting animation takes too long, This suppose to be close range attack, am I right? If enemy performing dance of pain then this would be good but this attack would only server that purpose to attack when enemy is injured or freezed. He takes too much time while standing in one position.
He should move faster before hitting. I might be repeating myself right now but take a look.
He seems to be charging something but that object is small so it does not need to take long time for it to charge because he must commence quick attack, the rest of the frames says it.
He steps in, delete arm movement while standing and add it to the frames where he steps in.
Well, atleast thats how I imagine it

u mean fast fps in the charging and slower on the 'throwing'?
not sure i got u right, if thats the problem it can be fixed easily i guess

I'm not sure honestly. I like the look of the ball, but I doubt the form is complementary to its intention. I say this because I think a slow ball needs to be rounder (causing more air friction), like this:
And a fast ball is long rather than round (causing little air friction and thus moves fast, like an arrow), something like this:
So I think the fast part of the ball attack you sprited is totally fine, but I don't think we should use the slow part (even though it looks quite fancy  )
