He is trying to find investors, if there isn't, then he may think about Kickstarter. He also mentioned about he want a team to speed -up the progress if possible.
Those two guys ask if he will upgrade LF2 and put it on Steam, and his answer is "most likely no", but he want HF to be on Steam if possible.
He is trying to find an investor which can help him introduce the game to Mainland China.

That's a good sign actually. It's highly probable Marti will allow modification then, knowing that LF2 got a lot of fame from that.

I don't think that's gonna be the case. People have asked Marti for HF being modifiable in the past, but he has said it wouldn't be possible. I can't see Steam being the reason Marti would allow custom support just because of Workshop. Marti has kept his game moleboxed and even if it weren't most files would still require Flash (or an alternative if one even exists) or a decompiler to even be accessed. Because it's Flash, the way HF is programmed is not like LF2 at all.
There's also the common misconception that HF uses sprites, but in fact it uses models which piece together parts to sequence animations; think like Gad's LF2 character maker. Look at how the Heroes' hands and feet are grainy, or how hair winds up between someone's outer shoulder and their arm. While the graphics can be ripped, the animation data cannot be accessed from a decompiler. External files would be possible, but there's a limit to that without needing Flash.

I understand that modding isn't for everybody in every game, but usually game developers offer tools for modders to use if there is mod support. For a Flash game modders would either need Flash or Marti would have to do some extra programming to let the right data be accessible without Flash.
To live a life of power, you must have faith that what you believe is right, even if others tell you you're wrong.
The first thing you must do to live a life of power is to find courage. You must reach beyond the boundaries of time itself.
And to do that, all you need is the will to take that first step...
Ask not what others can do for you, but what you can do for others.
