For a first character, it's pretty good work. You don't need to make him down, I think, when he works more with sprites/data, he'll become a really good spriter/DCer. Good job for a first char, keep it up! :)

Not with the lack of information that you've given us.
What should it normally do?
What does it do at this moment?
What do you want to change?
What kind of object does it create?

The most obvious thing you should look at is this though:
There's a frame limit of 399 frames... It simply won't read any from there on... So change the frame numbers.
e.g. 397 and 398

=> Comet - LF2 ver.1.9/1.9c skin.
=> CRE - ComboRegenerativeEnemy.
