Or download Photoshop? Free Trial I mean. :P

No program can automate you the placing of weapons in sprite-sheets, nor can it draw for you. Regardless of what you use - it can range from Paint up to Photoshop - in the end there are tasks that only you can do. Of course, programs like Photoshop can give you a little more comfort when setting coordinates of a certain object to place it correctly but not necessary. Paint may not have those coordinates but doing stuff visually is much better for that anyways.
Ergo: doesn't matter which program you pick, the final result of what you try to achieve will be undistinguishable. Try out different programs such as PhotoFiltre, GIMP, etc. to see what works best for you.

Still there are four main problems when switching from Photoshop to Paint: You don't have the layers system, you don't have a brush with antialiasing, you can only rotate in specific angles (scale is not good either, but I rarely use that tool), and you can only undo the last change two times.
You can sprite without these without many changes on the outcome of your sprites (except that they'll be really sharp without antialiasing), but it's really, really tedious to do it.

I myself use Paint cause it is so easy...
and edit my stuff in Gimp
Photofilter is kinda crappy (don't use it)
PhotoShop and Gimp are one of the best (but i would recomend to use Gimp)
Gimp is just as easy as Paint (just hafta get used to it + more buttons)
