Ah, great to see a Julian in Apoc-style. Your way of designing characters has become so distinguishable, it's almost scaring. As for the sprite itself; there is little left to say for me. The only part that I personally would shade a little more would be the cape. Yet, it does interfere with what I am used to see from you, so it is fully up to you to decide upon what can be added and what not. Another splendid work!
SirFrog, a really nice background-story. I am afraid, however, that this is essential for knowing what the character is to represent. Now that I know what he is supposed to be, I can identify each part but to those who did not read the background story, it might merely be, I am sorry to say so, a mess. Well, we're here to help people improving their work, so let's go: equip the red body parts with some pastell-red colors. Give it the impression of being inner body parts turned out. As for a reference (caution, gore ahead, might not be suitable for younger audience), either enter "gore" into google while having the safe-search turned off, or simply check the covers of a Death Metal band named "Cannibal Corpse". You will get an impression of how the stuff looks like
So besides that nifty details possible, shading seems to be an issue. I can't see any noticeable shading around the feet. Do not fear of taking brighter colors, they do make the difference!
Gad, in general, your sprite looks quite good. A major thing which is bugging me, though, is the fact that he seems to literally have to neck at all. I am fairly sure, albeit I have not watched Death Note, that the characters there do have a neck. The character's right arm looks a little stiff when he moves it back into the starting position. Other than that, a really nice sprite. In order to clear things up from the start, it might have been better for those who do not watch the aforesaid series to give them at least some sort of introduction
