id suggest extending the deadline a bit, like one month or so, since awesome dc ideas may not just pop out of your mind.

You have 3 weeks to work on this one. Which is almost a month :P
Also, you don't really have to do like a complete newly-created character. If you take fe. Woody's sprites and give him a pretty fresh move, it's fine

is it allowed if you create some kind of new char to modify other chars data or is it only allowed to create new dat.-files?

Sounds like a mini-mod. Editing other character's files in order to accomplish your goal (fe. a new effect) isn't really what it's supposed to be. Try to stick to as few edits to other files as possible.

Sure, just specify which one you want to enter at the deadline.
