That could use a lot more work, for starters he shrunk compared to his original size. Is that pose like Davis's dragon punch? If so, then use that as a base to get the proportions and shape right. Always good to have a reference to help, instead of just spriting ahead blindly. The head is weird, not sure if he's turning towards the left or right. The arms are too thin, too. I'd suggest spriting the base first, then adding the clothing and hair (to make sure you got the proportions, right).

Actually it's supposed to be julian's uppercut, the way i see it...
and yes u nailed the flaws...lolz (sounds like an accomplishment)

thts exactly whut i would o as well...
take julians stance, reduce the size from 99x99 to 79x79
then add a new layer where u can simply draw it over on a new layer (like tracing)

Looks like he's having a victory jump, his expression goes like "Oh yeah! I owned you!" (Or something like that, XD). His body could use more movement (not necessary, guess it's a frame in the animation), and he still looks shrunken (your main problem, right now).

anyways...
first off to make them look less stick'y...erm
lightning allways is rly bright so the center of each line is allways white not partially yellow
the outer layer should be yellow (preferably blue but it won't matter)
2nd lightning is straight forward, do u mean electricity (which is free-formed)?
3rdly...when releasing such form of energy... it's best to show his fingers- rather than a balky hand
your sprite makes it seem as though he is gripping onto it, thts why i assumed he was holding onto sticks
look at how davis releases his balls or how firzen's hands are positioned in a normal stance...
