No, for R-f2 you need to open data files with Rammichaels Data Changer.
And btw, that is stupid question...

The data files were actually encrypted (there is a encrypt/decrypt program), so that it is not readable by Jiquera's DCer. All that program did though was that it changed one byte (or something) at the beginning of the file to make it unreadable.
Rammichael's DCer automatically decrypts those data files.
CE LF2's data files cannot (and should not) be opened. (Locked with a reason.) (Different encryption method.)

open the R-LF2 data files with Rammichaels Data Changer you see some
chinese characters infront of the chars names delete them then save it.
You can now open it with Jiquera's DataChanger.

Just for your knowledge; CE dats are encrypted by Rammichael and he was stupid if he could make them readable with a self-programmed DCer. He encrypted the files with something weird so that nobody is able to decrypt them. Forget opening those and rather try replicating the moves (in case you wish).
I think the situation about the RLF2-dats is pretty clear. You need to know the following (you need to open the dats with a hex-editor to see what I mean. Well, at least kinda):
# LF2-dat-files actually begin after the 123rd character. The 123 characters before are just useless.
# If the first 123 characters deviate from the usual character order, Jiquera's DCer cannot read the file. Rammichael's (and I bet Az's one, too) DCer, however, can because they just jump over these 123 characters and don't care about those.
