may you could give screenshots from your gimp screen.
btw:
I wouldnt say blur tool is your hardest enemy but if you're making lf2 sprites:
Finger away from it :P

Use a 60%-ish opacity brush instead, it gives you more control.

that happens when the picture ur using is 256-bit color
it must be something else than that, otherwise it won't work i tried...
if thats not the problem then idk...?
