Any Ip starting with 192.168 is private your gonna need to download hamachi

well, you first problem is that your IP is not 192.168.1.100, because that is a router network IP, which is different from an internet IP.
router IP's always start with 192 (as far as i know)

PM me if you want to know your actual IP, because posting it here can be dangerous, and also i have moderator privileges to show your IP address.
Or simply google "whats my IP?"

LF2 doesnt run over the internet either, unless you have the LF2 Lobby, or Hamachi. Google them as well.
hence the name "network game" and not "internet game"

Yes, and once you or your friend creates a game, you need to enter the IP address that Hamachi gives you.

ya, and u both need to set up a room, and use the hamachi ip addresses (5.X.X.X)
(start hamachi before lf2)

Now I have turned off the router.The ip become 1XX.XXX.XXX.XXX
But the ip shown on Hamachi is 5.XXX.XXX.XXX
So when my friend connect with me
which ip should he input?

If you play over a local network (aka you're both connected to the same router), then you can use the private ip

If not, then you need to use hamachi (if your ip starts with 192.168 or 10) and then you need to input the hamachi ip.

In any case you shouldn't turn off the router, that disables your network completely...
