You can make it cause damage on each frame but at the final frame it has catching point which brings the enemy to you. So if there is one enemy and is close it can hit the enemy an push him forward to the point where the final position of the weapon and then that final frame catches the enemy.
If there are multiple enemies it can hit them all with vrest rather than arest and then the final frame like before has a catching point so it catches 1 of the enemies and brings them to you.
This can all be done in the character data file, no need for ball data file.

Yep Bash is correct, use Type 3 for the catch frame.
