YEE!! I've used Toon Boom Studio 4.5, 5.0, 6.0 and 8.0

I also have Adobe Flash CS6 but I don't like it for animating. Of course it's better for other things cause of actionscript and other features exclusive to it.

edit: let me re-phrase that, I find toon boom studio simpler to use for a n00b like me.

It really depends on what kind of animation you want to make. (anime/lf2-style, examples of similiar animations to what you want to create)

Flash is probably the best bet, although it can be tough to work in, but if you are willing to learn (and persistent) then you can do a lot of great stuff with it.
Other than that, blender will do for 2D animations, though you'll have to be a little creative about it.
Age ratings for movies and games (and similar) have never been a good idea.
One can learn a lot from reinventing wheels.
An unsound argument is not the same as an invalid one.
volatile in C++ does not mean thread-safe.
Do not make APIs unnecessarily asynchronous.
Make C++ operator > again
