The time has come, and so have I. Someone, eventually, has to do it, and why not a combined lfe forum members' effort . LF3, it sound delicious already.
Let's brainstorm on some of these questions:
1. What story should there be? Do we need a story, at all?
2. Should we remake the LF2 characters? What other fan mod chars would you recommend to insert?
3. Backgrounds? What would you expect to be there? Which fan mod maps should be included?
Any other cool ideas? Who would be willing to be working on it? Let your brilliant ideas be heard!

A mod can be quite effective, for example, ARMA III mods like Day-Z and Take on Mars, so no need to reinvent the wheel.

lf2 made quite a big jump from lf1. it introduced features that wouldnt have been possible with the old engine.
plus, lf2 isnt the most complicated game to make (its still alot of work, i admit that)

If this is going to be a LF2 modification, then I'm sure you've seen past attempts at a Forum Mod; they mostly didn't work out due to either time or motivation constraints.
If you propose making a new game altogether, I'm not sure if there are going to be copyright problems as U1 Technologies owns the LF franchise currently.
But first of all, I'd like to hear your personal thoughts about this matter in more detail. I'm sure you didn't just come here to brainstorm with us.

Your idea isn't very clear to me at this moment, but it sounds quite similar to LF2 extended. I may just as well be completely wrong as you haven't provided a clear idea yet. I'm looking forward to seeing your idea a bit further explained
I must say though, apart from the legal rights that may be a problem, a game named Little Fighter 3 can not be just a modification of LF2 in my opinion. It would require everything to look better and the engine should be smoother and more complex, plus it shouldn't use the original sprites unless they were to be made MUCH better. Else it would 'just' be an LF2 mod, which is fine, but then call it LF2 '....' and not LF3

If this is going to be just another LF2 mod, even if you resprite every single sprite in the game to awesome level, it won't be successful..
Only way to make this happen is buying whole game from U1 and creating intersting game mechanics such as playing at several levels, more complex maps with barriers and with different paths, more complex storyline/stage more, HQ sprites and more awesome innovations...., but still keeping simplicity of DCing and sprites because that is what brought huge success to LF2 in first place. So it will be cool looking fighting game (maybe introducing it with option to play as rpg game in stage mod, there are not limits), but still easily changeable by any newbie because that will lead to further audience.
EDIT V: I wouldn't say successor for HF because LF2 is still more popular game than HF and it will always be due to immutability of HF codes.

LFO == LF3. Except it sucks, or at least people say it does. The true successor to LF2 is HF in my opinion.

If we go with Bamboori's new engine idea here then:
Its a good Idea, but unless its Modding System is quite Simple and not like Advanced Coding like C++ Or something, I can help with the Character Data, if its a little bit advanced, like straight up Coding, I don't think I can help.
If we go with out LF2 Engine here then:
Count me in! :P I am pretty Bored as well not doing projects, as I am still working on getting contents of my Other Hard Disk Back, should be pretty good to have another LF version, I did see LF3, but its a Straight up Mod for LF2, without Credits to the People who made those Characters.

Firstly, there are several mods existing out there with the name Lf 3 = Confusion.
I mean the idea is good, but the copyright problems could be there, as Ramond said.

What about R-lf 2, kate lf2 and lf 2.5?
They got totally popular even though they were mods.
