Yes, the ball can be turned to independent, and generate Rudolf stars which also hit everyone.
However, this independent star still free criminals as Team 1, as Blue Phoenix and YinYin pointed out in a similar way...
So I think, this method can't completely work.

What if spawning opointed characters by that star...? No not star, the ball.

With Sliva's tutorial we can change their HP. This would be quite a limitation, but my story don't need very many independent stage characters, so one HP value for one ID may be enough already.
But this is a DC forum. Without HEX, 500 HP characters seems little useful in usual stages.
To work out this combined DC and HEX editing is required.
Confirmed by testing: No they're not Team 5.
I get the similar result to the above picture by putting
(For testing I only put the special itr to id: 150)
then every time I get independent characters immediately.
With the id: 150 line erased, I need to wait for a random stone to activate.
