You already posted at the tutorials section, you blind or smthing?
There's manymany pages that tell you have to sprite D:
The most popular program here for spriting is Photoshop and the second popular might be GIMP cuz it's free.

Effing brilliant. The guy says he's new here and you accuse him of being blind.
Have you not heard the term "acclimatisation"? Or perhaps just are too 'blind' to see how it applies to this situation and others like this.
@slyarrow:
Whaat's right about one thing though, there isn't much anyone can tell you other than what's already in this section. Go look around some of the threads.
Mostly though, its just a matter of your patience and the amount of effort you're willing to put in. Making sprites is as simple as picking up a brush in ANY graphics program you can get your hands on, and drawing away.

1) DO NOT PM ME
2) Go read up on anatomy and proportions online. (google is your best friend)
3) Go read up on pencil sketching-shading.
4) Practice by making FULL character sheets. (Refer to bases and references if you have to, occasionally try doing things from scratch. You have to mix both methods; bases and without.)
5) DO NOT be an arrogant, self-righteous prick when people try to give useful critiques, and ignore the ones who are flaming idiots. (Flaming them back makes you one of them.)
6) Repeat steps 2 to 5 until you're happy, or you think you're good, then start sharing your knowledge with your fellow spriters.
7) Showcase your sprites. At first, do not be discouraged when you don't get any critiques, or lousy/generic critiques. Continue practicing and showcasing your work. With more sprites, it will be clearer what your strengths and weaknesses are, and people may be better able to give you better critique.
Lastly, if you think saying all this makes me an arrogant, self-righteous prick who is too selfish to share his knowledge...
Then I say you cannot recognise wisdom when I've just slapped you in the face with it. (Also, those steps are the same steps I used to get to where I am, I don't know any way else to truly learn.)
Unless you think its worth my time, go F*** yourselves. I'm not going to bother to even reply to PMs like "can you help me make this character?" anymore.

Offhand.. these few are probably the more useful general tutorials around...
There are a lot of tutorials that cover more specific graphic elements that are used in LF2 often... but I'll leave that for your own searching when you actually need those.
Also.. for thanks.. there is a thank button under every post... which is a feature to reduce the amount of reply clutter in a thread. Use those instead.

yea. every single frame in the sheet is hand drawn. copied over and over again.. some are modified slightly from other similar frames.. most have to be drawn all over again.

Well, the most lazy way is to grab an existing spritesheet and simply mess with the hues (in Photoshop, it's Ctrl+U. Move the sliders around and be amazed by awkwardly weird color-schemes). Generally, this is the least-appreciated way of spriting (probably because it is tied to very little effort). A little harder/tedious is to merge two or more characters. For example, place Firen's head on Davis's body and give him Bandit's pants. You likely won't have to draw a whole lot yourself, so it's still pretty easy to do, especially for newcomers. The results are relatively good with comparably little effort. Some people will be picky about that as well, but I suggest starting out with this method to not overwhelm yourself by crazy workloads. The "proper" way of spriting is, in fact, extremely time-consuming. Characters are drawn from scratch, giving you much more flexibility. Generally, it's good to keep things in several layers to re-use elements (such as the head as you will probably need that head-position a few times in the spritesheets). Other than that, what Siegvar said; great portions are drawn, so if you're not skilled enough, you'll likely fail pretty quick. Going from my workspeed, I need between 20 and 90 minutes per frame. You can imagine how long it'll take to create a character with 140+ single pictures...
