look at original lf2 chars, they faces and char sprite faces looks like same thing

Great char! You can't say this is just a simple char in the intro :P
You gave him very creative moves. I like the summoning thunder idea, but you should give that move more effect when lightning strike the ground. The magic circle mark should be bigger, since then AoE of that move is not small.
The only thing i don't like about Bright is his hair It looks... funny xD, remind me of Sonic the Hedgehog (just my oppinion) When i think about a lightning user, i always think about spiky hair or a hair style resembles a lightning bolt (usually z-shape).
And i see some unused sprite in the file like red lightning and br_weapon. Can you share what moves are you planning to make?

electricity keeps the power in your house . lightning keeps the power off in you house

And, this is a game. So i think electricity or lightning here have nothing different, since they have the same attack effect.
There will be nothing such as Electricity attack can only zap enemies hidden at their house or Lightning attack can only strike enemies running on the battlefield.

this char is looking pretty cool design-wise he reminds me of the old days of lf2 modding, maybe because its a redrawn character.

also, its possible to create sorts of lightnings
