There are many programs that can be used in order to make sprites. My personal favorite is Adobe Photoshop, however it is shareware. There are many others, some are freeware and also very good. Ex: GIMP, Paint.net

It's mostly not about the software though, but about skill. You have to practice quite a lot if you want to be able to make sprites on this level.

jesus i cant believe people still answer you..
i use Photoshop and i believe you got that answer for like 10 times..
