Updated to v4, this and onwards are stable versions.

Increased Tornado Launch's MP cost from 20% to 30%
Increased Downburst's MP cost from 10% to 15%

Removed z-axis movement of Razor Dance's final slash after dash attack (>>J (A)+ DvAAA)

Replaced many sound effects

Improved sprites of all moves
Added black border on character
Finetuned portrait

Adjusted volume of sound effect

Using Tornado Spirit and related moves will (normally) no longer disable F7, F8 and F9.

Fixed standing and walking weapon position
Picking heavy weapon and immediately pressing D will no longer go to defend frame
Pressing J when in Tornado Launch will no longer transform into Gust of Wind

Increased damage of Gust from 30 to 40
Changed MP cost of Razor Dance from 5%+15% to 0%+20%

Added shade at neck

Hey, you said you added basic AI, but I don't think I see any AI files? Or is it that Winnie uses the default id: 13 AI?

The AI is done by modifying .dat files in certain way.
Also the lf2.exe has been slightly modified (every character except mark) to use D>A at a medium range.

Updated to v8.

Improved graphic of Gust of Wind
Improved graphic of hair when running
Gust of wind now spawns further in front of winnie but is placed lower and speeds up slower
Added transition frame for Downburst and Launch Tornado
Dash attacks now break defend
