UBER BUMP: With New Material
Gah... its too detailed IMO... I don't know... I am having trouble spriting. Some rough critiques would be greatly appreciated.
Before you go saying the legs or limbs are too skinny, I was aiming for that look. I am more looking for constructive criticism on the concept and actual sprite. If you can... talk about proportions too... XD

the arm is definitely too pinky / glowing to me

Should I make the red light smaller, or get rid of it all together and replace it with shoulder armor?

i really love the design, he is like a cyborg super soldier
its a shame most of those nice details are lost on the smaller version.
btw, what is that black streak on the right side of his head? (opposite the eyes)
an eye patch?
it kinda threw me off, because its dark, so i thought he had like a gap in his head or something

get rid of it altogether and replace it with something else (can be armour as you said)

Added the shoulder pad and fixed up the left eye spot.

I agree when you say its too detailed, but only abit I think.
Because you sprite in a larger size and then shrink it down, you have to be careful not to put details that are too tiny and too tightly grouped together that they blur into a indistinguishable blob when you shrink it down to the regular size.
Which in this case, are the yellow tattoo lines around the abdominal muscles and the feet.
You could probably do with simplifying the tattoo lines around those areas, or maybe get rid of them altogether.
Anyway I'm liking what you're doing with the thinner limbs, though I think you could probably do with shrinking the head a little as well, right now he looks like he's in serious danger of falling off coz his head is too big compared to his thin, stickly body.

My stuff:

1) DO NOT PM ME
2) Go read up on anatomy and proportions online. (google is your best friend)
3) Go read up on pencil sketching-shading.
4) Practice by making FULL character sheets. (Refer to bases and references if you have to, occasionally try doing things from scratch. You have to mix both methods; bases and without.)
5) DO NOT be an arrogant, self-righteous prick when people try to give useful critiques, and ignore the ones who are flaming idiots. (Flaming them back makes you one of them.)
6) Repeat steps 2 to 5 until you're happy, or you think you're good, then start sharing your knowledge with your fellow spriters.
7) Showcase your sprites. At first, do not be discouraged when you don't get any critiques, or lousy/generic critiques. Continue practicing and showcasing your work. With more sprites, it will be clearer what your strengths and weaknesses are, and people may be better able to give you better critique.
Lastly, if you think saying all this makes me an arrogant, self-righteous prick who is too selfish to share his knowledge...
Then I say you cannot recognise wisdom when I've just slapped you in the face with it. (Also, those steps are the same steps I used to get to where I am, I don't know any way else to truly learn.)
Unless you think its worth my time, go F*** yourselves. I'm not going to bother to even reply to PMs like "can you help me make this character?" anymore.

Thanks for the thought out responses everyone. Especially to you Sieg. That is a good idea at keeping the details to a minimal. But I have always had a problem with empty space and always thinking it needs to be filled. If you take a look at anything I do ranging from my regular artwork to simply the robots that I help build... you would notice there is very little space available for extra. I guess though that is something that I need to learn. You are right about the head, but I was kind of aiming for that look. But you are right, that is giving him a high CoG so he would almost surely fall over. Hms... any ideas on how to shrink the head without making it look erm... just shrunken because it was too big?
