Since Julian's skin, clothes and even color palette seem to be affected by the mask (that's how I see it anyways), I had a lot of freedom at the redesign moment. What is left of the original Julian is just the basic hair shape and height (not exactly the same size though).

I have the same problems with others characters... I was so used to see the older versions, so the new ones looked flawed to me. But I was/am determinated to have every (decent) sprite that I have done in the same style, and before the massive resprite I had a mix of recent and old styles. Now I can put every char next to each other without worrying about height and proportions problems.
But I encourage you to tell me what design changes I should make to any char, I don't lose anything trying and the resulting sprite can be better than the current one.

Evo julian's just about the right size. Now, if you made all the other characters in evo julian's size... yea. now that'd be awesome.

I'm afraid I'm specifically aiming to maintain lf2 standart height for every sprite... or atleast very close to it. Evo Julian is not an exception, it's just that he is tall like that :p
Also, I can't help but think that spriting in bigger size just makes spriting easier (matter of opinion)... For example in those contest we are having, there are some really outstanding looking sprite at first glance, but those may not get my vote because they don't follow LF2 standart height at all. In the other hand something that fits perfectly aside Woody without notable differences will probably get my vote (if it's of decent quality, obviously).
Imo, it's harder to put everything you want in a smaller sprite, so I have that in mind everytime I look at sprites.

@Thin sprites comments
My style could be described as this (comparing with LF2 style):
*Determinated shading shapes
*Mostly three colors shading (two in some cases)
*Low contrast palette (comparing my old sprites with new ones)
*Standart height
*Standart size head
*Large arms
*Female sprites are smaller
*Thin waist (aka. a bit smaller than Woody's waist)
*Small feet (however as the height is the same, this produces the next characteristic)
*Large legs (height, not width)
I think those three last characteristcs makes the chars look thin, specially when compared to Davis or such characters, with freaking big legs/feet.
