Actually yea, beautiful scenery in computer games can be considered as art.
Without any doubt it takes as long as painting a picture. If not longer.
It's just not enough if you take a screenshot and submit it to the contest.
However, if you manipulate that screenshot so it looks even better, then it surely can be considered as art.
