there is no reason to not use a functionality we have
also it is possible to change the reputation given to someone

if a newbie receives lots of negative rep simply because he spams and acts stupid/intolerant he can always better himself and then kindly ask the users in question whether they can turn the negative into neutral
if he just throws an unreasoned negative right back at them they will of course not change their mind any time soon

I'll ban / blackmail / abuse everyone else who doesn't thumbs up my +2 rep on your profile

and i will thumb down every rep you have if you have to act corrupt and childish like that
also watch your sarcasm - its impossible to notice it for sure if there is no indicator whatsoever :p
