If what Lord Silva says is true then maybe it's like the same effect as XP antivirus or win 7 anti virus or w/e and you can try installing this fix.reg into your registry.
idk if it will work doe.

Put that in notepad and then save it as fix.reg
then exe files should be working and you can try scanning your computer if you weren't able to before.
