New game with engine similar to LF2

I kind of read that this is like a easier-to-mod Lf2 engine. I'm sure I missed a lot in that lithany . Thought, the latter half in the below quote made me think: is this commercial or free/open source?

maybe I can find a musician here as well? Currently I'm not sure if I can use current songs in a commercial project...
