I agree with Azriel here.

In a nutshell (to summarize everything):

Personal Modding - NOT TO BE UPLOADED
You are free to modify the character. But remember - you must NEVER release that character.


Modding - To be released
Follow the steps accordingly:
  1. Search for the original creator, contact him, asking for permission to release a modification to his work.
  2. Wait for a reply. While waiting for the response, you can modify the character first because it is considered personal modding.
  3. If the creator says NO or there is no response, DO NOT release the mod.
  4. If the creator allows you to do so, you may release the mod. But remember: GIVE CREDITS!!!
This is because modders have pride in their work, and do not like to see their work changed without their permission, and bad modding will cause their reputation to worsen as users of the mod assume the original to be as bad as it is. Besides, the work is no longer original and normally, the original one done by the actual author(s) is always the best.
