I guess you're looking for the option called "transparency". In case you're not using MS Paint (which doesn't support transparency altogether (unless they overhauled it in the latest Windows-release (which I doubt (and I do like to set parentheses (no really))))), try to select the background color and delete it (as for photoshop, make sure the transparency is not locked. In the layers-palette, ensure that the layer you're working on doesn't have this little locked symbol. In case you work with a different program, you might want to google for the solution). If a (usually) checkerboard-pattern shows up, that'll be transparent. Just save it as PNG (or GIF for animations) and it'll remain transparent.

back to the transparency thing, the only programs i have is photofiltre and the old version of paint(windows xp). i tried the transparency in photofiltre, and it frigging say
"The transparency is available only in mode 256 colors maximum. A color reduction will be carried out at the end of the process! Do you want to continue?"
my answer: FUDGE NO
