At the beginning of the move, note something like "mp: 20000"
This will take 200hp away from your char. If he has those 200hp, make the sequence going on. You'll need to opoint an object which runs with state: 18, and an itr/k:0 (injury: -200) to make the char gain back his hp.
Now, let's get to the other part. In the frame where the mp stands, change the hit_d-value to the actual starting frame of your attack. It will be only activated if you press defend (when you make the wait 0 in that frame it is almost impossible to time it) or when the condition cannot be fulfilled. And when your char has <200hp, the condition cannot be fulfilled aka. hit_d-frame will be activated.
This is the general way of approaching the prob ;)
