I believe that some people are also quite bored of the default characters, combos. So they decided: Hey, why not make my own characters instead? They'll have everything I want!
Which is probably a reason for overpowered characters.
To be honest, I'd rather see LF2 as a moddable game because that's what is keeping it alive. It gives me an interest to continue playing other than the fact that, being a not-so-good player, would like to try the other default characters and also keeping playing stage mode.
