it will work, depending on how you do play, and on the background. you can (somewhat) control the ai using DJDJ or DDD or DADA. tried this against my sister and my cousin (both are pretty good). but maybe it's predictable with the fps drop in network play, i don't know.

Well, anything is speculation at this point, but I believe its both.

Being able to transform into anyone? That's intentional.
Creating clones out of Julian's mirror image? Definitely not intentional, though this was never officially fixed.
Transform back to cancel various status effects/doing a move? Most likely not intentional.
Spamming clones with beer? Intentional and people aren't gonna let you do it anyway - they even made a patch where you can only bring 2 clones with you to the next Stage. Said clones having 500mp when they appear in next stage instead of being capped at 150 is possibly unintentional though.
Using D>J when falling from the back? Most likely a copy paste error.
Multishot bounce injury? Likely a glitch in the falling system.

But honestly, Rudolf's only real reason for being ranked so high in this debate compared to other fighters is because of the transform move, because it means he can theoretically adapt to any situation by taking control of a more suitable or stronger fighter. If it were Template who had the ability to transform instead of Rudolf, you'd see Template as #1 in this case, and which is why I find it quite pointless to just ask "who is the strongest character" without indicating the situation this character needs to deal with.

definetly not. even without counting transform, rudolf still have easy lock into DoP, clones and invisibility (if you use it whie you have two clones alive, at least). his shurikens and d>j also help a lot to get the opponent into DoP, so that he can use transform effectively. template isn't quick, doesen't punch really fast, and doesen't have any good way to DoP the enemy except punching.
nope, rudolf's d>j out of falling back was noticed, but marti and starsky kept it since it suited him as a ninja.

Template can do an infinite DoP by jump-kicking. Also, Rudolf sucks at close-ranged fights. If you are fighting humans (which is all I'm basing my assumptions on), your enemy would stay close to Rudolf because except for jump-attack, you don't have anything to attack with at that range if executed properly.

Flashback to Template, he's good. In fact, when I started playing LF2 a bit more seriously, I lost with Julian against ES. 1) because ES was just that good, 2) because I was just that bad, and 3) because Julian is actually quite slow on his own. Yes, he can nuke other AI-controlled players but that doesn't mean he particularly excels at battling others.

yeah, except that rudolf is fastest non lf2.net character in the game. sticking to him isn't the easiest thing to do. rudolf's moveset is also perfect to avoid close range fights. also, there is a way to prove template with transform isn't that good. just give him transform via DC and try to play using him. except maybe julian's mirror image bug, he can't do anything.
losing while playing julian is impossible. i'm pretty sure of that. i can easily fight against two player + 5 AIs, and win, without losing even 100 hp. also, julian isn't really slow. and even if he was, there is no point in chasing an enemy when you can spam skulls.
