I dont know why u guys are not liking that sprite, to me it looks perfectly fine and imo its pretty damn cool. -> personal taste it is^^
Mono that's his standard design, the armor is ofc simplified but its done in a good way, one who knows or plays LoL instantly knows which champ he is looking at as it shows his typical characteristica, the big bully appearance

About that neck thing, I'm not sure about that, I'd say its covered by the scarf

he looks strange because shoulder armor looks so big.

about the shoulder armor ill give a try on that although i do not agree with u cause one of Garen symbolic parts is his huge armor (look at mono pic)
