What I suggest is, instead of bashing a whole rainbow in your images is to start out in black & white. Design your sig completely in grayscale. You'll notice that when you want to stick out certain things, you'll have to put emphasis on contrasts, not on colors. Good signatures are mostly kept in one color-scheme anyways.
So now, when you're done with composing the sig, you can bring color into the whole thing. In PS, you could simply go via the color-balance adjustment, thus allowing you to regulate the highlights, midtones, and shadows each. I don't know which options other programs offer, but that is my main approach in coloring images.
