Yes, there are two rows of programs down there. I blame the resolution of this laptop's monitor.

i blame your tray spam, oversized battery icon, oversized date and time, way too large start button and the nowidontneedmyglasses settings for the block sized taskbar

and last maybe your small screen aswell
