Looks pretty good, but he looks kind of slanted to the left side

hm... allow me to be a bit harsh there:
- bad bad choice of colors: it's hard to distinguish some of his body parts. might make a bigger contrast to the shoulder pads and hair
- he has no neck? is he bandit's cousin?
- a bit too much details, for the size he is too much stuffed with details, go easy on him :P
- i don't think that the scarf, band, whatever that is, is just saying "screw you gravity" and goes up like that, might be useful for an animation but for a first frame it just looks WRONG
- The hair looks flat, it's too small for his head (or his head is too small for his hair)
- also too much hair is in his face, makes me think if he even can see straight, it's okay to let hair hang in, but you are literally planting it on his face, like it grows out of there.

He has no neck because the scarf is hiding his neck,The scarf is in the air for style and it is because of the wind that it is up there.I will decrease the amount of hair on his face.

Nice Idea!
But Bad Sprite cuz its hair are horribly shaded
and maybe he is a bit to chubby than the original?
and i don't like his overall shading...

Hair looks fine to me,could you maybe show me a visual demonstration of what shading you prefer on the hair and also of the overall shading as I do not know what to improve on them.

Don't really have the time to put everything in coherent sentences, so this list might sound a little... direct :P

- hair shading: contrasts are low, the curliness is not visible. Adding some shiny highlights might help.
- face: I don't see any shading and the expression reminds me more of a wtf-expression, rather than the happy-smiling clown-face. Intended like that?
- legs: seem disproportioned. A bit too short compared to the full body size.
- feet: look too flat. Adding one or two additional pixel-rows could help.
- general shading seems to be all over the place. Try to add shading step-by-step. First, define the body with very simple shapes (the torso, for example, could be a cylinder in first approximation). Then, go from there to add wrinkles etc. Thus, you have defined a light source which stays the same.

Personally, I feel like your last one turned out better than this one. Might be only my opinion but meh.
