My primary critique for your animations: You're focusing too much on the small movements like the elbows, but your overall character pose is stiff.
Try acting through the actual attack next time, and pay attention to how your body has to shift its weight and centre of gravity, how it makes your legs shift and your torso twist, in order to generate strength for the attack.

Thanks for the critique, I will focus on what you pointed out and redo the elbow slam your example looks awesome but I cant use it I just feel obligated to do this alone thanks again *sniff*

update: actually i think i will merge those 2 elbow slams so that he will do a normal elbow slam then a more powerful one which slam the enemy to the ground.

Well if you do that be careful of the proportions. The sketch I did didn't maintain the proportions of the character properly. You'll have to tweak it a little.

reduce the swinging movement of his hands, and it should be perfect. i dont think anyone would run while swinging their hands like that. people swing their hands that much only while they are skipping/dashing with big strides.

btw, he looks like he can run a lot faster than Firen though.

people actually do swing their arms when running and as you swing faster you run faster you should try your self you cant even run that fast if you kept you arms down you have to swing.

well, i did try it out, but it would be awkward (not to mention it may hurt our muscles) to swing the arms in a more "horizontal" way.
yes, we do swing our arms, but in a more "vertical" way for sprinting.
if we really are running(maybe while conserving some energy for fighting enemies), we would only swing it a little. more or less similar to Davis's running.

edit: just notice that Blaze looks like he can knock everybody out of the way with the current running :D

The gif you showed only underlines what Nya said. The sprinter there always keeps his arms bend and rather close to his body during the normal sprint. And only for the finish line he throws the arms back to push his chest forward (because front of chest is what counts as crossing the finish line).

Also did you seriously sprite his left leg+arm in front for one frame and right leg+arm on the other? You cannot run like that. Torso and hip have to twist in alternating directions leaving right arm + left leg in front or vice versa. (this applies to any movement actually) Look at your gif again.

What should you change?
3th frame... Draw chest so its directing foward(iIt should be slightly shown like in 2nd, i think). Now its he turning his chest while he is runing.. Try to run, see if you doing the same? Also fix arm thing! Vertical, 90°(Its how supposed to be in theory if you want accomplish top speed but not necessarily in spriting), angle(left arm. Now its looks like he tries to knock someone down with elbow)

If you do that you will make balance. Atm, he is leaning bit on his left.

This might be just me, but with the way he sprited the animation, it looks like he's only running with one leg like on those NES games. The legs are so similar that it's hard to tell which leg it is if it weren't for the torso's positioning. The arm animation is unique for LF2, I admit, but the legs could use a lot more work.

To clarify: other than having torso and hip joined wrong I like what the separate parts are doing. I gotta admit head and legs need to move around a little more instead of reappearing in the exact same spot on every frame. And that can be adjusted as you cut top and bottom of the first and last frame together.

Here is what I would expect them to look like:

Pay attention to the curve between pants and shoes.
If you animate those two frames with the center one you got it looks pretty sweet.
