Can we make new effect? if yes than how?
because i want to create thunder effect

Depends on what exactly is your thunder effect.
Most older mods like Kate LF2 simply make every character have some new frames, and then make attacks uses itr kind 3 to bring victims to the new frame.

If DC doesn't work, then you have to learn HEX Editting.

Actually you need to make some char sprites, add a catch frame with that sprite and whenever someone hits him with the element then he will look like he got shot actually the ball is catching him(state 3), if u didn't understand someone can make you understand what I mean to say better than me.(I don't even know what I said O_O)

That's what STM said. He probably could have been a little more clearer as YinYin uses that kind of language to me sometimes (which feels rather abstract honestly), but you two pretty much said the same thing.
