Localhost means 127.0.0.1.

Only one of you has to open Multiserver.
The one who opened Multiserver hosts the game.

1) You open Multiserver
2) You connect LF2 to localhost, Multiserver writes that a player has connected
3) Your friend connect LF2 to your ip address.

Make sure that you are opening LF2 only after you have activated Multiserver.

Now it depends!
If you are in the same place under the same network, your friend should connect to your local ip adddress.
Meaning the ip address that LF2 writes.
If you are in diffrent places, your friend should connect to your external ip address, meaning the ip you get from whatismyip.com.

So are you using internet from your cellphone? I think that in this case it should work without the need to open ports etc.

Yes, USB internet tethering from my Android Smartphone. I think there's some problem with my friend's laptop. We even tried hamachi, and his ip address didn't even change tonthe VPN ip..

I'm looking forward to try with another friend.. And see if it works..

What do you mean by i am openijg lf2 only after i have started multiserver?
Should i close multiserver?

Yes, If LF2 is opened it can catch the port and then Multiserver can not accept connections.
But in that case Multiserver should write you an error, if you don't see errors or warnings all is good.

Therefore best practice is to open Multiserver, activate it, and only then open LF2.
